Pursuant to the Federal Law No. 210-FZ of August 27, 2010, On the Organization of State and Municipal Services, Roskomnadzor shall render public services in the form of electronic documents on the Common Government Services Portal on the Internet.

In pursuance of the Regulation No. 553 of July 7, 2011, of the Government of the Russian Federation On the Procedure For Filling in and Submitting Applications and Other Documents Required for Rendering State and/or Municipal Services in Electronic Form, the Order No. 733 of August 30, 2011, of the Head of Roskomnadzor approved the requirements to formats of applications and other documents necessary for rendering public services and submitted to Roskomnadzor in electronic form.

• Applications for public services rendered by Roskomnadzor are submitted by an applicant in accordance with the attached forms (see Appendix No. 1-69 to these Requirements). (Please note that the forms are available in the relevant sections of the Common Government Services Portal.)
• Applications may be submitted using the electronic media in the manner prescribed by subparagraph "c", paragraph 1, of the Regulation No. 553 of July 7, 2011, of the Government of the Russian Federation.
• Applications submitted via electronic media must be signed by the applicant's electronic signature issued by a certification authority within the unified space of trust for electronic signatures.
• Scanned document attached to the application on the Common Government Services Portal on the Internet should meet the following requirements:
• Document resolution: not less than 300 dpi (dots per inch).
• Document file formats: PDF, TIF, JPG.
• Electronic documents issued by a competent authority, and forwarded by the applicant to Roskomnadzor, should be signed by the competent authority's encrypted and certified electronic signature issued by a certification authority within the unified space of trust for electronic signatures.
• Applications and other documents required for obtaining extracts from registers within Roskomnadzor's scope of activity are signed by a basic electronic signature.
• Applications and other documents required for rendering other services within Roskomnadzor's scope of activity are signed by an encrypted and certified electronic signature.
